Our History

HISTORY OF THE COUNCIL:
16 YEARS COMING UP

June 2022 will mark the 16th anniversary of the first official meeting of the Bayview Community Council (BCC). Discussions began in the Fall of 2005, citing the need for an organization responsive to a wider range of local interests that were not being met by existing clubs and organizations. From a town meeting, a Steering Committee of 18 volunteers was charged with exploring needs and options and returning a report and recommendations by mid-Spring, 2006. In May 2006, residents approved the formation of the Council by a vote of 56 to 13.
 
Two sources of information shaped the committee’s final recommendations: a survey of state and regional towns of similar size and a survey of needs and opinions of local residents.
After reviewing all findings, the committee focused on four recommendations: 
1) form a single independent organization 
2) expand existing structures to accommodate wider resident interests 
3) move towards town incorporation
 4) maintain the status quo.
 
Results of the Committee’s work were reported to 69 residents at an open town meeting on May 20, 2006. An analysis of their study and their recommendation to establish the Bayview Community Council was accepted.
 
The tasks associated with implementing a new organization were successfully completed although not without a few voices of opposition and restricted use of the Center. Led by a committed Board and supported by its members, the Council met the challenges of its critics.
 
Today the Council enjoys a strong and active voice in community affairs and is joined by a compliment of dedicated members.
The initial Council officers were: Zak, Chair, Tom Lloyd, Vice Chair, Marlys Blagden, Secretary, Bob Moore, Treasurer, and Directors: Linda Hackbarth, Sheryl Puckett, David Bennett, Sue Rickel, and Jackie Lloyd.

The Bayview Community Council shall act as an assembly of members in promoting the welfare of the Community. The Council shall conduct itself according to our Bylaws.

Dorothy "Zak" Zakrajsek

Dorothy (Zak) Zakrajsek started the Council. We wouldn't be where we are now, if not for her. This is her legacy. Zak created the Bylaws, Communitarian Award, Director positions, Shore Lines Newsletter and more. She was a fearless leader with integrity and an uncanny ability to communicate effectively. Her vision and influence still remain with us all and she is sorely missed.

This photo was taken in 2002. Pictured is Hobart Jenkins who was our 2007 Communitarian and our very FIRST Communitarian. It appears Zak was holding court. This was a Steering Committee meeting determining if the Council should be an organization.
